سورة At-Tawbah 9:87

رَضُوا۟ بِأَن يَكُونُوا۟ مَعَ ٱلْخَوَالِفِ وَطُبِعَ عَلَىٰ قُلُوبِهِمْ فَهُمْ لَا يَفْقَهُونَ ٨٧

They preferred to stay behind with the helpless, and their hearts have been sealed so they do not comprehend
